The target frame has the right to block the frame on their side of any portal a widow will open like this real time example ... with a link to open the content in a new window.
It is their right to do so and some companies have exercise this right for their total websites ( example: facebook,youtube) but others like google will only block certain pages from iframes. see "Tech Stuff" on this website for detail information.
